The municipality of Ungheni has no industrial park. Of the 13 such platforms in Moldova, none is located in the Ungheni district. A free economic zone — FEZ “Ungheni-Business” — has been operating here for years, but an industrial park is a different instrument, with a distinct legal framework and different incentives.

On 15 May 2026, the Municipal Council approved the first step toward change: a pre-feasibility study for a project called “Ungheni Euro Park”, funded by the European Union through the Mayors for Economic Growth (M4EG) programme, implemented by UNDP. Decision No. 4/4 provides that the City Hall will contribute at least 10% of the study budget, from funds accumulated through the sale of public real estate.

Where and how much

A project sheet published by the Ungheni District Council identifies a 40-hectare site in Zagarancea, on the outskirts of the municipality, one kilometre from the Romanian border and 18 kilometres from Iași International Airport. The estimated total project value: EUR 20 million, with no subsidies — entirely investment.

The sheet projects 20–30 resident companies and 1,500–2,000 new jobs within the first five years, plus additional local budget revenue of MDL 6–8 million per year. These are projections, not commitments — the park does not yet exist physically, and the figures depend on the outcome of the pre-feasibility study.

The national inventory

By the end of 2025, Moldova had 13 industrial parks with 144 residents and 4,497 employees, according to data from the Ministry of Economic Development and Digitalization (MDED). Cumulative investments reached MDL 4.6 billion.

The figures reveal a strong concentration. Tracom, in Chișinău, alone accounts for roughly three quarters of all industrial park employees in the country (3,421 people at the end of 2025). Răut, in Bălți, holds second place with 787 employees. The Edineț Industrial Park has 234 employees. The remaining ten parks — Cimișlia, Comrat, CAAN (Străseni), Drochia (Bioenergagro), Cahul, FAIP, Triveneta Cavi Development, Agrotek Park, and Phoenix — share less than 2% of employees.

The state has allocated MDL 250 million for the creation of eight new industrial parks, of which MDL 50 million in 2025, according to MDED data.

How an industrial park works

Law No. 182/2010 defines an industrial park as a delimited territory with technical and production infrastructure where companies receive incentives to invest. The requirements: at least five hectares of unencumbered land, with access to transport and public utilities, for a term of at least 30 years. The industrial park title is granted by Government Decision.

Residents receive incentives for privatising public land and connecting to utilities. The park is managed by a dedicated enterprise that provides services to resident companies.

A free economic zone, such as FEZ “Ungheni-Business”, operates under a different framework (Law No. 440/2001), with customs and tax incentives oriented toward exports. An industrial park targets production and services for both domestic and foreign markets, with infrastructure and land incentives. The two instruments can coexist.

The tender — five bidders, evaluation underway

The tender for the pre-feasibility study was published on MTender on 10 August 2026, with an estimated value of MDL 1,150,000. Five firms submitted bids by 31 August:

  • Eastern Marketing Insights — MDL 650,000
  • Business Consulting Institute — MDL 920,000
  • Goldtech Solution — MDL 977,500
  • ProConsulting — MDL 1,060,000
  • Europolis SRL — MDL 1,075,000

The evaluation of bids is underway. The winner has not been announced.

What is still unknown

The pre-feasibility study must confirm or deny the viability of the project. The project sheet indicates a site in Zagarancea, but does not specify the legal status of the land or whether it is effectively available. It is also unknown what type of industrial activity the park would primarily target, or when it could open.

An industrial park in Ungheni would be the first in the municipality and the district. Until the study’s results are in, the project remains at the stage of documented intent — a council decision, a project sheet, and a tender under evaluation.
