The sports hall under construction at the “Vasile Alecsandri” Theoretical High School in Ungheni has a total estimated budget of 30,417,730 lei, according to the project’s transparency page published by the high school. The figure is 2.2 times higher than the contract for the first stage, worth 13.72 million lei, which Triunghi.md reported on in July.
The Ungheni Municipal City Hall announced on Tuesday, 20 October, that the works are “in full swing” and that the value of the project is estimated at “over 30 million lei”. According to the City Hall, the hall will have 550 square metres, with rooms for sports classes, showers, changing rooms and toilets.
Who provided the money for the first stage
The high school’s page shows two sources for the amount allocated so far:
- 10,000,000 lei from the Ministry of Education and Research;
- about 3.72 million lei from the Ungheni Municipal City Hall and the Ungheni District Council, together. The page does not show how much each of the two contributed.
Together, the two amounts add up exactly to the value of the stage I contract, 13.72 million lei, won in April by COLASS SA. In July, each institution’s contribution was not public.
The rest of the estimated budget, about 16.7 million lei, does not appear as an allocated amount on the high school’s page, consulted on 21 October. Nor does the page say from what sources the second stage will be financed. In July, the District Council announced that the walls and related infrastructure would go up this year, while in 2027 work would focus on the interior of the hall and the classrooms on the upper floor.
How much has been paid so far
The contractor has received 5.68 million lei, or 41.4% of the first-stage contract, in two instalments:
- about 1.6 million lei on 3 September, for the reinforced concrete works, according to the August acceptance report;
- about 4.08 million lei on 12 October, for the September works: reinforced concrete, steel structures and the indoor and outdoor water and sewerage networks.
The third instalment, for the ground-floor structure, is paid upon signing of the acceptance documents. Work on the site is now focused on the steel structure, according to the high school.
What the stage I money is spent on
The summary of the stage I cost estimates, published by the high school, has six chapters. The largest amount, about 5.59 million lei including VAT, is for architectural solutions, followed by steel structures (3.87 million) and reinforced concrete works (3.65 million). The water and sewerage networks and the electricity supply together amount to about 0.6 million lei.
The “Vasile Alecsandri” High School, founded in 1991, has never had a proper sports hall: physical education classes have been held, according to the City Hall, in a makeshift hall or on sports grounds.
