The Cornești–Bumbăta merger draft is public: the administrative centre would be Cornești town, recommendations accepted until July 28

The merger of Cornești town with Cornești village and Bumbăta village has reached the stage where the document itself can be read by anyone. Draft decision no. 7/1, under public consultation until July 28, is published in full on the official platform particip.gov.md, together with the consultation announcement. The draft provides that the administrative centre of the future unit be Cornești town and that the name remain “Cornești town”.

The document appeared on the platform on July 14, the same day as the announcement on the town hall’s web page, primariacornesti.md. On the town hall’s Facebook page there followed the poster of the public hearing, on July 15, and the consultation announcement with the recommendations form, on July 16. The decisional transparency law requires that recommendations can be submitted for at least 10 working days from the date the announcement is made public; between July 14 and 28 there are 11 working days.

What the draft provides

The draft finds that the three localities form a continuous and compact territory, and that their combined population — estimated in the document at 4.172 residents, based on official figures from the National Bureau of Statistics — exceeds the threshold of 3.000 required by Law no. 225/2023. Based on NBS data on the population with usual residence on January 1, 2026, the perimeter adds up to 4.064 residents; both references clear the threshold. The merger was re-initiated in June, after the first version of the perimeter was repealed by the town’s own council, following a flag from the State Chancellery.

On the choice of the administrative centre, the draft states that Cornești town obtained the highest score when the criteria of art. 6 of Law no. 225/2023 were applied — among them, according to the town hall’s reply, population size, administrative capacity, existing infrastructure, accessibility of public services and development potential. The reasoning showing the criteria are met is approved as an annex to the decision; the detailed text of the annex does not appear among the documents attached on the platform. According to the town hall, the draft, the informative note, the substantiation study and the other materials can be consulted at the town hall’s premises or requested in electronic format.

The future unit would not receive a new name, the town hall stated in its reply to the Triunghi.md newsroom.

The hearings have taken place; recommendations are accepted until July 28

The town hall held two public hearings — on July 16 in Cornești town, at the Cultural Centre, and on July 17 in Romanovca village, which belongs to the same town hall — according to reply no. 116 of July 17, signed by mayor Angela Vatamaniuc. For Cornești village and Bumbăta village, the reply does not mention separate hearings; both units do, however, have their own consultation files on the platform — Cornești village’s and Bumbăta village’s — with the same deadline, July 28.

Until then, recommendations can be sent through the form linked to the town hall’s Facebook post, by e-mail to orasul.cornesti@gmail.com, by post, or submitted at the town hall’s premises at 45 Gavriil Musicescu Street, according to the consultation announcement.

The councils’ vote and the July 31 deadline

After the consultation closes, the councils of Cornești village and Bumbăta village are to adopt their own amalgamation decisions, and the town’s mayor is to dispatch the consolidated file to the State Chancellery — the steps are set out in the draft decision. The Government has announced that the voluntary phase of amalgamation closes on July 31, a deadline the Congress of Local Authorities (CALM) contests. The decision, if adopted, enters into force upon publication in the State Register of Local Acts and can be contested in court within 30 days.
