The amalgamation consultation reached, this weekend, the doorstep of residents in two of the district’s communes. The Costuleni mayor’s office calls the village on Sunday, July 19, starting at 16.00, to the Cultural Center, for the General Assembly of the locality — and asks people to read, beforehand, the document “regarding the vision of the new amalgamated ATU”, distributed on Friday. In parallel, the Cioropcani mayor’s office published, also on Friday, an online questionnaire through which residents can weigh in directly on the draft amalgamation decision.
Costuleni joins the largest commune proposed in the district
Costuleni is part of the cluster built around Ungheni municipality — the largest of the future administrative units proposed in the district, with ten partner localities: Ungheni, Zagarancea, Mănoilești, Valea Mare, Morenii Noi, Florițoaia Veche, Cetireni, Unțești, Costuleni and Brătuleni. The cumulative population is estimated, in the draft decision, at 42.316 residents.
The commune’s legal road is documented in the State Register of Local Acts: the Costuleni Local Council initiated the voluntary amalgamation process through decision no. 03/9 of April 30, 2026, later amended through decision no. 05/1 of July 3, 2026.
The document the mayor’s office now puts on the village’s table is the 78-page vision of the future administrative unit, published on the particip.gov.md platform — complete with the proposal of an administrative apparatus of 128 positions, compared with the roughly 152 that exist today across the ten mayor’s offices, and with Ungheni municipality designated, on points, as the administrative centre. Recommendations on the cluster’s draft are accepted until July 22.
Cioropcani asks directly: “Do you agree?”
At the other end of the district, the Cioropcani mayor’s office — part of the cluster formed by Sculeni, Cioropcani, Buciumeni and Taxobeni (the latter in Fălești district), together about 7.377 residents according to the 2024 census — chose the digital route: a bilingual questionnaire, in Romanian and Russian, open to residents of Cioropcani, Stolniceni and Bulhac.
The questions are direct. “Are you informed about the draft decision on the voluntary amalgamation process?” “Do you agree with the draft decision ‘On the voluntary amalgamation’?” The questionnaire then probes the development priorities — roads, water, sewerage, waste, social services, investment — and asks residents to weigh a proposal specific to the commune: developing medical services by organising the Stolniceni Family Doctors’ Office.
The formal round of collecting proposals on the particip.gov.md platform, opened by the Sculeni Communal Council, closed on July 8; the current questionnaire extends the consultation right before the decisive vote.
What is actually decided — and when
A useful clarification for anyone going to Sunday’s assembly or filling in the questionnaire. General assemblies and questionnaires are consultation stages — they do not decide. The amalgamation decision is voted by each local council separately, and the consolidated files then go to the State Chancellery. The state has also put an incentive on the table: 3.000 lei for every resident of the resulting unit — for the Ungheni cluster, in an earlier configuration of eight localities, the Government announced “resources worth over 151 million lei”. Nationally, 512 voluntary amalgamation decisions have already been adopted.
The calendar of votes around Ungheni is already fixed in official acts: Florițoaia Veche had the subject on its agenda on Friday, July 17, Pîrlița votes on July 27, and Sculeni — on July 31.
Also on Sunday, July 19, the Negurenii Vechi mayor’s office calls residents to the villages’ general assemblies — at 11.00, in the town hall’s meeting room, in Negurenii Vechi, and at 12.30, at the Cultural Center in Zăzulenii Vechi; the announcement says only that the subjects to be discussed are “diverse”, without naming amalgamation.
