Small and medium-sized enterprises in Ungheni that hire or want to hire young people can sign up by 1 December 2026 for the HR Toolkit Programme, the German international cooperation agency GIZ announces. The programme has 30 places, for companies from six localities: Bălți, Chișinău, Edineț, Orhei, Soroca and Ungheni.
Registration is done through an expression-of-interest form published on the programme’s website. According to the organisers, the form does not guarantee participation: selection takes into account eligibility, regional balance, relevance to youth employment, the company’s motivation and the company’s availability to take part in the activities.
What companies receive
The selected companies receive, according to the programme, human resources tools and templates: recruitment models, tools for clarifying vacancies, interview guides, candidate assessment forms, checklists for a new employee’s first days and a 30-, 60- and 90-day onboarding plan. These are complemented by practical workshops, mentoring sessions and support for adapting the tools within the company. The materials will be in Romanian and Russian.
Who can apply
The programme is aimed at SMEs that:
- hire or are willing to hire young people and have current or planned recruitment needs;
- do not have a human resources department;
- face early departures of new employees or difficulties in their adaptation;
- can designate a contact person for the programme.
What the programme is not
The organisers state that HR Toolkit is neither a grant competition nor a recruitment service: companies receive neither grants nor guaranteed candidates. The programme is not an inspection, nor an audit with sanctions. According to the website, company data is used only for selection, the initial assessment, implementation support and reporting in aggregate form.
The programme is part of the project “Promoting Youth Employment in the Republic of Moldova” (YEP), funded by the Government of Germany and implemented by GIZ in partnership with the Ministry of Labour and Social Protection and the National Employment Agency.
Figures on young people leaving the district and on unfilled jobs are in the article published ahead of the youth job fair in Ungheni in June.
