2027 fiscal policy adopted: an Ungheni employee keeps 1,238 lei a year, and cereals stay at 8% VAT until 2028
On 22 October Parliament adopted the package of fiscal and customs policies for 2027. The personal exemption rises from 29,700 to 40,020 lei a year, and the exemption for children from 9,900 to 11,040 lei. At the 12% rate, an employee entitled to the personal exemption pays about 1,238 lei less tax a year. Ungheni district had 15,935 employees at the end of 2025, so the effect of the personal exemption across the district comes to at most 19.7 million lei a year. Compared with the August draft, cereals and oilseeds stay at 8% VAT until 31 December 2027, while livestock farming, crop farming and horticulture move to 12%.

Parliament of the Republic of Moldova — The package of fiscal and customs policies for 2027 has been adopted
Press release of 22 October 2026. Personal exemption: from 29,700 to 40,020 lei; 46,680 lei for certain categories, including people with disabilities since childhood, combat veterans and those who dealt with the aftermath of the Chernobyl accident. Exemption for children: from 9,900 to 11,040 lei. VAT: HoReCa from 8% to 12%; 12% for livestock farming, crop farming, horticulture, quinces and currants; cereals and oilseeds 8% until 31.12.2027, 12% from 01.01.2028; 8% for bread, medicines, medical devices, biofuels, fresh vegetables and fruit; household natural gas 8% up to 150 m³ a month per consumption point, from 1 April 2027; VAT exemption with the right of deduction for the first 150 kWh of electricity per consumption site. Parcels of up to 150 euros: special VAT regime and a fee of 12 lei per parcel from 1 November. Dividends from 6% to 8%; capital gains 12%; 18% for financial and insurance activities; a 6% tax on gambling. Wealth tax: threshold of 4 million lei, a rate of 0.8% on the value above the threshold. Revenue estimated by the Ministry of Finance: 5.1 billion lei. Most provisions take effect on 1 January 2027.

2027 fiscal policy adopted: an Ungheni employee keeps 1,238 lei a year, and cereals stay at 8% VAT until 2028
On 22 October Parliament adopted the package of fiscal and customs policies for 2027. The personal exemption rises from 29,700 to 40,020 lei a year, and the exemption for children from 9,900 to 11,040 lei. At the 12% rate, an employee entitled to the personal exemption pays about 1,238 lei less tax a year. Ungheni district had 15,935 employees at the end of 2025, so the effect of the personal exemption across the district comes to at most 19.7 million lei a year. Compared with the August draft, cereals and oilseeds stay at 8% VAT until 31 December 2027, while livestock farming, crop farming and horticulture move to 12%.
