The 24 September 2026 deadline, written on the construction site board of the Lake Delia promenade, has passed, and the works are continuing. The tender documents, however, show a different calculation of the deadline: the contract notice published by the Ungheni Municipal Hall in April requires the works to be executed within 5 months of receipt of the notice to proceed (start order), and the contract to be valid until 31 December 2026.
If we take the start date on the board, 24 June 2026, the 5 months would end on 24 November 2026. The calculation is the newsroom’s: the date of the notice to proceed does not appear in the MTender file of the tender, consulted on 23 October.
On 20 October, the Municipal Hall announced that paving had been laid on the promenade of more than 470 metres and that the pedestrian areas, the cycle lanes, the green spaces and the spaces for trade would follow.
Three months on the board, five months in the tender
The deadlines appear differently in the documents and announcements about the same works:
- The contract notice (MTender, 10 April 2026): 5 months from receipt of the notice to proceed; contract valid until 31 December 2026.
- The winning bid of Balt-Cons, signed on 29 April: the works schedule marks the works in months 1–5 from the conclusion of the contract.
- The Municipal Hall, on 28 July: “The works on the promenade have already begun. According to the contract, they must be completed within 5 months.”
- The site board, photographed by the Municipal Hall in August: building permit of 19 June 2026, execution period 3 months, start on 24 June, completion on 24 September 2026.
- The Municipal Hall, on 17 August: the works “are to be completed in September, unless unplanned situations arise”.
Balt-Cons won the tender with a bid of almost 5.76 million lei including VAT, according to the award decision of 11 May.
What is not public as of 23 October
In the MTender file of the tender, consulted on 23 October, the contract record has the status “pending”, with no value and no date, and the file contains no contract documents. The three amendments recorded in the file, from 14 and 15 April, concern the contract notice, not the contract.
The public sources consulted as of this date do not show the date of the notice to proceed, any additional agreement on the deadline, or the date of acceptance of the works.
The money from Cluj-Napoca comes after acceptance
Cluj-Napoca City Hall is contributing 593,000 Romanian lei to the project. According to the model financing agreement, approved by the Ungheni Municipal Council on 15 May, the money is paid at the request of the Ungheni Municipal Hall, accompanied by the works contract, the invoice and the acceptance report for the works, within 30 days of the documents being submitted.
Article 2 of the model agreement declares it valid until 31 December 2026. Article 8 provides that the agreement is valid until the implementation activities of the project as a whole are completed and that any amendment is made only through written additional agreements, signed by both parties.
