On Friday, 17 July, the Ungheni Education Directorate announced that 173 children and 11 teachers at the „Delia” nursery-kindergarten in the municipality of Ungheni will receive equipment through the „Improving the Quality of Education” Project (EQIP), run by the Ministry of Education and Research. The institution, located at 3 Lacului Street, in the Ungheni Vale neighbourhood, is one of the 200 kindergartens selected nationally for equipment.
One of 9 kindergartens in the raion
On the list of 200 preschool institutions published by the ministry, „Delia” appears at position 68. 9 kindergartens were selected from Ungheni raion: besides „Delia”, the list also includes „Floricica” in Costuleni, „Izvoraș” in Măcărești, „Steluța”, „Tereza Sobolevschi” and the inclusive „Guguță” kindergarten in Ungheni, „Albinuța” in Sculeni, the kindergarten in Mănoilești and „Prietenia” in Pîrlița.
Compared with the National Bureau of Statistics data, the 173 children represent 4,1% of the 4.215 children enrolled in early education in the raion, and the 9 institutions — 15,8% of the raion’s 57 kindergartens. At the level of Ungheni municipality, the 173 children represent 9,3% of the 1.858 enrolled.
A grant, not a loan
The equipment for the 200 kindergartens comes from a non-repayable grant, provided through the Early Learning Partnership (ELP) and administered by the World Bank. The ministry estimates an average value of around 118.000 lei per institution; the exact value, in lei, of the equipment delivered to „Delia” is not available in public information.
The nuance matters. Within the same EQIP umbrella project, the equipping of the 200 schools — among them the „Ion Creangă” Theoretical Lyceum in Ungheni, position 190 on the list of schools — comes from the World Bank loan, not from a grant. In the same raion, therefore, the kindergarten receives equipment on a grant, while the school receives it on a loan.
The criteria by which the 200 kindergartens were selected are not published; explicitly available are only the criteria for the schools’ competition.
What arrived at „Delia”
On 4 August, the Ministry of Education and Research announced that the kindergarten’s classrooms were equipped with laptops, colour printers, teaching materials and furniture adapted to preschool age. The value in lei of the goods delivered to „Delia” still does not appear in public information.
The ministry also set out how the project looks nationally. Of the 400 institutions selected — 200 schools and 200 kindergartens — 290 chose to buy digital equipment, and the goods delivered across the whole project benefit more than 100.000 children and around 15.000 teachers.
What the equipment does not solve
The Socio-Economic Development Strategy of Ungheni municipality 2026–2032, currently at draft stage, lists for „Delia” a series of unresolved investment needs. The building is not thermally insulated, and the roof requires major repair or complete replacement, with heat loss and a risk of structural deterioration. The multi-storey building has no access ramps for the upper levels, the doors are not adapted for wheelchairs, and an adapted toilet is missing.
The equipment and furniture have arrived, but the structural problems of the building on Lacului Street remain on the municipality’s investment list.
