Ungheni district president Dionisie Ternovschi and the district council’s head of the Section for construction, communal services and roads, Diana Rogovschi, appeared on 10 July in a video filmed on the worksite of the access road to the „Plaiul Fagului” nature reserve, in the village of Rădenii Vechi. It is the first on-site account of this roughly 35-million-lei road since the June monitoring visit — and, unlike the previous announcements, this time the works are explained on camera, with a name and a title.
What is changing, starting from the gravel
The current road is, in the specialist’s words, a „white-variant” one — that is, gravelled, without asphalt. The project rebuilds it from the ground up: a new foundation, a different road surface and a water-drainage system designed for an area with heavy rains. In the video, the most advanced work is the culverts, poured anew from scratch.

Besides the carriageway, Rogovschi lists concrete and earth gutters, retaining walls at the households located above road level, and pavements — which she calls „an essential condition and a comfort for the residents of Rădeni”. The tender’s technical specification, the document that lists the works, confirms the scale: along the roughly three kilometres it provides for monolithic and precast concrete gutters and almost two kilometres of pavement (about 1,873 metres).
How much it costs and who is doing the work
The figure with which the project entered public discussion is the total investment of 35.17 million lei, communicated by the state agency Moldpres at the signing of the contract, in April. The procurement document shows an estimated tender value of 34,268,550 lei excluding VAT; the exact final value of the contract awarded to the builder does not appear in the public record of the procedure. The two figures are of the same order of magnitude, but one is not derived from the other. The works are carried out by the firm „Rutador” SRL, with a term of about 18 months from the start order.
In the procurement register, the project appears under a dry technical name — the repair of road L381 Rădenii Vechi–Bahmut, between kilometres 4 and 7 — and was put out to open tender, awarded at the lowest price, by the Centru Regional Development Agency, the body through which the government spends the money of the National Fund for Regional and Local Development (FNDRL). Unlike the agri-food market and the French Park in the city, co-financed by the mayoralty, this road is co-financed by the District Council — that is, an investment of the whole district, not only of the municipality.
„One bridge and two culverts” — or more?
In the video, Rogovschi speaks now of „three culverts”, now of „four”. The official ADR Centru statement of 18 June is more restrained: it mentions „the construction of one bridge and two culverts”, plus road signs and information panels. The difference is not a contradiction, but a matter of what you count.
The technical specification lists several types of structures: a box culvert of 2.0×2.0 metres, tubular culverts 1.2 metres in diameter, a frame culvert of 3.5×1.2 metres — the largest, plausibly the „bridge” from the statement — and another 35 small culverts, of 0.8 metres, at the entrances to yards and on side roads, in place of four old culverts being demolished. In other words, „the bridge and the two culverts” from the statement describe the large structures, while the figure from the worksite adds the small ones too. A „clean” number of bridges does not appear as such in the bill of quantities.
Why it matters for Rădenii Vechi
Rădenii Vechi has 1,614 inhabitants, according to the 2014 census — a decade earlier there were 2,039. The road being rebuilt now connects them to the „Plaiul Fagului” reserve — a protected area of about 5,642 hectares, established in 1992 and managed by Moldsilva — but it serves, first of all, the people in the village: the same pavements and gutters the specialist talks about are everyday matters for those who live along the route. In the procurement register itself, the work is listed as a road of „access to the tourist objective” of the „Plaiul Fagului” reserve: the stated aim, beyond the asphalt, is tourism — easy access to the reserve’s forests can bring more visitors and support for the small businesses in the area.
How much longer the works will take
The District Council’s video comes after the June ADR Centru visit, when the works had only just begun. A completion percentage — how much of the road is ready — has not been made public either in the financier’s statements or on the district’s channels. The assumed term of 18 months from the start order places the end of the works towards the end of 2027; in the video, the project is described as „scheduled to be finished next year”.
What remains, as a benchmark, is what can already be checked on paper: a contract of over 34 million lei in public money, a contractor, a deadline and a bill of quantities that says, kilometre by kilometre, exactly what is being built on the road in Rădenii Vechi.
