The Family Doctors’ Office in Cioropcani, a village in the Ungheni district, is set to get something a medical institution should have had long ago, in 2026: heating, a sanitary unit and a proper entrance. The money — for the most part — comes from across the Prut. At an extraordinary session on Thursday, 18 June, the Ungheni District Council approved the implementation of a 500,000-lei (€24,875) project, of which the Iași County Council covers €15,000 and the district adds the rest.
The District Council’s official post said only that much — that the session had taken place and that the decisions had been «examined and adopted», with details to be published later («details to follow»). The amounts and the concrete content of the decisions do not appear in the communiqué. They are found, however, in the session file, which the council published under «Draft decisions».
What those €24,875 actually buy
The project bears a bureaucratic title — «Improving the quality of medical services provided to the population at the Cioropcani Family Doctors’ Office» — but the list of works is as concrete as it gets. According to the payment request annexed to the agreement, the money goes on works and equipment «to ensure the heating of the building and to arrange the access and a sanitary unit, in order to create the minimum conditions appropriate for a medical institution». In other words, not state-of-the-art medical equipment, but heating, a toilet and a decent entrance for the office where the people of Cioropcani see their family doctor.
The total is split in two. The Iași County Council bears €15,000 — 60.30% — the equivalent of about 301,500 lei, while the Ungheni District Council co-finances €9,875, that is 198,500 lei (39.70%). Responsible for implementation is Ludmila Ursatiev, head of the council’s Economy and Reforms Section. The financing agreement runs under Romanian law, requires a report by independent auditors and has a deadline of 31 December 2026 — all works and settlements must be completed by then.
A 17-year-old partnership
The project did not come out of nowhere. It rests on the cooperation agreement between Ungheni district and Iași County, approved by District Council Decision No. 2/2 of 30 April 2009 and by Iași County Council Decision No. 277 of September 2009. On this legal bridge, a Romanian authority can finance works at a public institution across the Prut — the mechanism used here is based on Romanian legislation on local public finances.
To sign the agreement with the Iași side, the district’s president, Dionisie Ternovschi, was empowered; on the Romanian side, the signatory is Costel Alexe, president of the Iași County Council. The Ungheni–Iași cooperation thus becomes, beyond declarations, a channel through which a village in the district ends up with hot water in its radiators.
The district’s money and the written-off goods
Cioropcani was the second item on the agenda. The first, presented by the head of the Finance Department, Stela Bîstrițchi, concerned the «allocation of financial resources» — distributing money from the district budget. The sum approved on Thursday is not, for now, public. To get a sense of the order of magnitude, last month can serve: in May, the council distributed 591.3 thousand lei from the surplus left at the end of 2025 — for a festival, for the Techno Storm robotics team’s trip to a competition in Istanbul, for the municipality’s membership fee in the Eurocities network, for a water-supply connection in Boghenii Vechi and Izvoreni, or for repairing a kindergarten’s kitchen in Cornești. The June figure will be known only once the decision is published.
The other two items were more administrative: writing off worn-out fixed assets at the Costuleni Gymnasium and writing off fixed assets and school textbooks at the Năpădeni Primary School, all removed from use because of wear. These are routine operations, carried out under the 1998 government regulation and, for textbooks, under a 2022 Ministry of Education order. But they also say something about the context: two small schools, in villages of a district that keeps losing inhabitants — from more than 96,000 in 2014, according to the National Bureau of Statistics — clearing their inventories of things that have outlived their use.
Under «Miscellaneous», the session file also contained a few projects: a one-off bonus for the management staff of the health centres for the Medical Worker’s Day, from savings in the wage fund; the extension of free use of a space in the council’s building for the «La Strada» centre; and the autumn conscription of recruits, at the proposal of the military centre.
The final figures — the «allocation» sum and the exact form of the decisions — will appear in the coming days under «Decision-making transparency» and in the State Register of Local Acts. Beyond them, though, stands the fact that takes the measure of the place — for a village medical office to have heating and a toilet in 2026, it took an agreement with a county in Romania.

The fact that the session took place and the decisions were adopted comes from the District Council’s official announcement, which does not publish the amounts. The «allocation of financial resources» sum of 18 June is not yet public; the 591.3-thousand-lei reference relates to the May 2026 decision. The data on the district’s population comes from the National Bureau of Statistics. The adopted decisions had not yet been published in the State Register of Local Acts at the time of writing; the final figures may differ marginally from the drafts.
