Paving has been laid on the Lake Delia promenade, the Ungheni City Hall announced on Tuesday, 20 October. The works continue: according to the City Hall, the promenade of more than 470 metres will get “both pedestrian areas and cycle lanes, green spaces, spaces for trade”.

Mayor Vitalie Vrabie visited the construction site and asked for the works to be carried out “as quickly as possible”, the City Hall adds.

What the contract provides

The works are carried out by the company Balt-Cons under the project “Development of the riverside area as a leisure and sports area and of the embankment at Lake Delia, stage I”. The company won the tender in May with 5,759,683 lei including VAT, according to the award decision published in the procedure’s MTender file.

The tender’s technical specifications describe what this stage covers: the old surface is removed and the footpath is rebuilt on a layer of crushed stone, with precast concrete slabs and kerbs. After the construction works come the markings, the lawn, the planting of trees and shrubs, 34 benches, 34 concrete bollards and a parking area.

Cluj-Napoca’s money comes after acceptance

The City Hall puts the value of the whole project at over 5.84 million lei, of which 2.25 million lei come from Cluj-Napoca City Hall, Ungheni’s twin city, and the rest from the local budget. In the model financing agreement, Cluj’s share is set at 593,000 Romanian lei.

This money is not paid in advance. The model financing agreement between the two city halls, approved by the Municipal Council on 15 May, provides that Cluj pays upon a request from the Ungheni City Hall, accompanied by the works contract, the invoice and the works acceptance report, within 30 days of the documents being submitted. According to the model, the agreement is valid until 31 December 2026.

In August, the City Hall said that the works on the promenade were “in full swing”.
