The North Regional Development Agency (ADR Nord) signed on Thursday, 22 October, a new works contract worth 63.4 million lei for the completion of the Prut–Fălești water pipeline. From Ungheni district, the first stage of the project includes a supply line to the village of Gherman in Sculeni commune, according to the agency. The contract was signed in Bălți by ADR Nord, the Fălești District Council and the consortium of companies led by Izodromgaz SRL, together with Polimer Gaz Construcții SRL.

It is the second contract for the same works this year. The one signed in February 2026 was terminated “as a result of the economic operator’s refusal to carry out the construction works”, according to the ADR Nord press release.

The two tenders, in MTender

In MTender, the two ADR Nord procedures for the same works look like this:

  • The first tender (December 2025): four bids; the winner, on 11 February 2026, was a bid of 46.59 million lei. Izodromgaz had then bid 51.5 million lei.
  • The second tender (July 2026): again four bids; the winner, on 6 October, was the Izodromgaz bid of 52.8 million lei. The other three were 56.23, 56.82 and 65.04 million lei.

On the same basis of comparison, the second tender ended 6.21 million lei above the first, or 13% more. The value estimated by ADR Nord remained the same in both procedures, 65.62 million lei. The amount announced for the contract, 63.4 million lei, does not appear as such in MTender. The 52.8 million lei bid plus 20% VAT gives 63.36 million lei. The press release does not specify whether the amount includes VAT.

What is being built

According to ADR Nord, the first stage includes about 15 km of supply lines to the town of Fălești and the localities of Sculeni (the village of Gherman), Horești (the villages of Lucăceni and Unteni), Risipeni (the village of Bocșa), Izvoare, Călugăr (the village of Frumușica), Făleștii Noi, Albinețul Vechi and Năvârneț. A 1.5 km trunk supply line will also be built, and a 4.5 km section of the existing trunk pipeline may be renovated. The works follow the revised technical design, completed in August 2025.

The project is funded by the Government through the National Fund for Regional and Local Development and co-financed by the Fălești District Council. The press release gives no deadline for completing the works. Construction of the system began in 1984, and in 2012, after a treatment plant was installed in Fălești, water from the Prut could no longer be delivered to consumers because the old trunk pipeline had failed, ADR Nord writes.

Sculeni, a partner since 2024

The Sculeni Commune Council decided in October 2024 to take part in the project as a partner (Decision no. 07/01 of 16.10.2024). This summer, during the heatwave, the commune rationed water: from 30 June, the villages of Sculeni and Blândești were divided into four sectors, each with water for three hours a day. The village of Gherman was not included in the schedule published by the town hall.
