In a serious crash, the first minutes decide everything. And the longest of them is often the one between the impact and the moment someone manages to call 112 — if they still can. The Republic of Moldova is preparing to shorten that minute with a technology that does not wait for the driver to regain consciousness: eCall, the in-car system that, on impact, dials the emergency number by itself and says where the accident happened.
The bill that introduces eCall into legislation is due to be examined by Parliament, according to Parliament’s statement of 1 July. It should be said up front: it is not yet law. The Committee on National Security, Defence and Public Order is to propose a first-reading examination of the amendments to the 112 Service Law; only then come the second reading, the final vote and publication. Even after adoption, the text takes effect on 13 May 2027, and one part — the obligation of manufacturers and importers to inform buyers — only from 2030. In other words, it is a preparatory step, not a change for tomorrow.
What eCall actually is
eCall is a technology already standard in the European Union. In a crash, the car’s sensors automatically trigger a call — free of charge — to 112; the same call can also be started manually, with a button. The system does not depend on the country in which the car was bought or registered: it works the same on a road in Moldova or in any EU member state.
Once activated, eCall does two things at the same time. It opens a voice line with the 112 Service operator, so the occupants can speak if they are able to, and it automatically transmits a “minimum set of data” — the exact coordinates, the direction of travel, the time of impact, the type of car and, where possible, the estimated number of passengers. Even if no one in the car can still speak, the dispatcher knows where to send the crews. And eCall calls are handled with the same priority as any other call to 112.
At European level, the obligation is not new: Regulation (EU) 2015/758 requires eCall on all new models of cars and light commercial vehicles type-approved in the EU from 31 March 2018. Note the wording — “new models”: the system comes factory-fitted on cars approved after that date, and is not added retroactively to older ones. The entire local stake hinges on that nuance.
Why the “golden hour” matters
The case for eCall rests on time. The European Commission estimates that the system can cut response time by about 50% in rural areas and 40% in urban ones and, according to the official summary of the European legislation, could save up to 2,500 lives a year in the EU, while reducing the severity of injuries in 15% of cases. The greatest gain is precisely in rural areas — where the ambulance sets out from far away and where a car that has left the road at night can go unnoticed.
For Ungheni, this is not an abstract statistic. In the district, road accidents claimed lives every single year. According to data from the General Police Inspectorate, processed by the National Bureau of Statistics, in the decade 2015–2024 road accidents on Ungheni district roads killed 87 people and injured more than 400 — in all, over five hundred casualties in ten years, that is, on average, almost one every week.
The figures carry both good news and bad. The number of injured has fallen visibly — from 56 in 2015 to 23 in 2024. But deaths do not follow the same curve: there were as many as 15 in a single year (2016 and 2019), 11 in 2023 and 5 in 2024, and the decade’s toll remains heavy. It is exactly at “survival after impact” that eCall promises to make the difference — not by preventing the crash, but by shortening the way help reaches it.
Where it lands in Ungheni: the R1 corridor and the border
The district’s geography explains why the stake is real. Ungheni is crossed by the national road R1 “Chișinău–Ungheni–Sculeni”, about 100 kilometres linking the capital with the district and the Prut border crossing, according to the State Roads Administration. It is an artery with mixed traffic — locals, hauliers, international flows to and from Romania through the Sculeni crossing. On such inter-urban roads, with high speeds and no pavements or witnesses, an automatic call that tells the dispatcher the exact point of impact can matter more than anywhere else.
It is also the kind of road Moldova is modernizing in parallel: R1 has entered rehabilitation programmes in recent years, and the much-discussed rail corridor toward Iași also runs through Ungheni. The district’s road safety therefore depends not only on a technology inside the car, but on a whole set — road, speed, behaviour, response time. eCall tackles only the last piece.
The other side: our cars are too old
Here is the part a press release leaves out. eCall saves lives only if it is in the car — and in Moldova, on most cars, it is not, and will not be soon. The system comes factory-fitted only on new models type-approved in the EU after 2018. Yet the car fleet here is among the oldest in Europe: more than 80% of the vehicles registered in Moldova are past ten years old, according to State Register of Transport data, and only about 5% are newer than five years.
In a district like Ungheni, with many cars bought second-hand precisely because they are cheap, the share fitted with eCall is, realistically, tiny. No one forces a person to change their car; the law does not require fitting eCall on old ones. The benefit will grow slowly, as the fleet renews itself — a matter of years, perhaps a decade, not months.
There is also a technical limit. Classic eCall was designed for 2G and 3G networks, which are gradually being switched off across Europe; that is why the shift is to a new version, “NG-eCall”, on 4G and 5G. Moldova’s 112 Service announced, in October 2025, that it is already working on implementing this next-generation system — a sign that the infrastructure receiving the calls is being prepared in parallel with the legal framework.
Does it actually work?
At bottom, the European evidence is on the measure’s side: where eCall has been introduced, response times have fallen, and the Commission credits the system with thousands of lives saved each year. It is not an empty promise. But it is, by its nature, a solution that matures over time and does not replace prevention — a bad road stays a bad road, and excessive speed kills no matter how many buttons the dashboard has.
For a reader in Ungheni, the honest conclusion is twofold. Yes, it is a good step that the state is now building the framework for a technology that every new car will bring anyway. And no, do not expect the “golden hour” on R1 to shorten from 2027 — as long as most cars on the district’s roads, like everywhere in Moldova, are too old to call 112 by themselves.
What comes next — and the figure still missing
The bill now moves toward a first reading, then a second, where amendments may arise; the technical details — exactly how the data travels between the car and the 112 centres — will be set by a government decision. The timeline stays: 2027 for most of the amendments and 2030 for the obligation to inform buyers.
Some figures we still do not have. There is no public indicator of how many of the cars in the Ungheni district are already fitted with eCall — nor of the traffic volume at the Sculeni crossing, which the border authorities disclose only on request. For now, the verifiable fact is this: the technology that calls 112 by itself is on its way into Moldova’s legislation, and Ungheni’s roads have good reason to wait for it.
